Industrial Structure Adjustment Analysis Under The Guidance Of Low Carbon Economy

Industrial structure is the bone of national and regional economic development.It is an important factor of economic development. Modern economic development is based on changes in industrial structure. Economic growth and industrial structure adjustment are interlinked and mutually reinforcing. Since reform and opening up, Zhejiang industrial structure with constant adjustment, has gradually formed a unique development path. Rapid economic development also makes Zhejiang be one of the best provinces in china. However, the potential for economic development in recent years more and more gets the constraints of resources and environment. The extensive mode of economic development with high input, high consumption, high emission and low efficiency, has been hampered to improve the quality of Zhejiang’s economy and optimization and upgrading of industrial structure. In the12th Five-Year Plan period, Zhejiang will enter the phase with fast yet steady economic growth, stable investment-driven role and accelerated industrial structure adjustment. On the basis of reviewing related literatures, this paper carried on a research about how to adjust zhejiang’s industrial structure at this stage in a low carbon economy orientation.This paper describes the status of energy consumption in Zhejiang and analyses the relationship between economic growth and energy consumption.It founds that energy consumption has been the serious constraints of economic growth.In paper,it describes the state of the industrial structure of Zhejiang.It combines the energy consumption with the regionai industrial structure adjustment and founds that the industrial structure is an important factor of the sharp rise in energy consumption. At the same time,the adjustment of industrial structure is a significant way to reduce energy consumption and achieve coordinated development between energy and economy. In three industries, the second industry, especially industry plays a leading role in energy consumption. The industrial sector’s carbon emissions also have significant differences. High energy-consuming industries are the key to saving energy and reducing consumption. By regression analysis and the industrial structure-energy consumption model system,it once again shows that the industrial structure is a vital factor affecting energy consumption.To achieve the12th Five-Year Plan and the longer-term emission reduction targets, it’s time for Zhejiang province to study the low-carbon economic development ideas and develop industry strategic planning.It’s nesscery to improve the existing directory of industrial structure adjustment, to strict market access system. The traditional heavy industry should be developed rationally and advanced manufacturing industry be got vigorous development. By this way,promote the adjustment of the internal structure of the secondary industry, speed up the upgrading of industrial structure and achieve low-carbon industrial structure in the end.In the meantime,low carbon economy combines with innovative and high technology and market, cultivating new low carbon industry, and finally realizes the coordinated development of the economy and energy.
