| This dissertation is intended to describe and analysis the current situation and the development tendency of China’s city gas industry by the example of the Lu Zhou’s gas industry. And sum up the new development tendency of our country’s city gas industry, which is contributed to enterprises’ insighting of the competition, evading management, formulating the right policies of competition and investment, to enable the enterprises’ strategic planning for the future more clearly and enterprises’ operation and management more healthy and smoothly.The dissertation can be divided into five parts.Part 1 (Introduction):This part is aimed to specify the contents of the dissertation and clarify the purpose and significance of it.Part 2(Chapter1):This part is used to describing the development and the reforming process of the city gas industry, including the development condition of the city gas industry in main countries of the world and regions, the summarizing of the management models for trades, the utilization policies of our country’s city gas industry, and the achievements in developing city gas industry, the characteristics of the market and current status of the development of city gas analysis.Part 3(ChapterⅡandⅢ):This part analysis the condition of our country’s city gas industries’market competition, introduce the developing conditions of the key enterprises which are in the middle or even higher position of the city gas industry, and the pricing mechanism and the governmental conditions of this industry.Part 4 (ChapterⅣ):This part takes Lu Zhou for example to analysis the major problems faced with the development of this industry and the main reasons. Part 5(Chapter V):This part is the proposals and forecasts for the developments of our country’s city gas industry.The popularity rate of the city gas in our cities grows rapidly. In 2005, it reaches 82.1%. While in 2006, it declines a little. But in 2007and 2008, it also reaches a higher level, the former is 87.4% and the later is 91%.In our countries’city gas industry, the population using the liquefied petroleum gas takes the most part of it, which is accounting for 56.1% of the population. The natural gas takes up the second one, which is accounted for 31.5% of the population. And the population which is using the artificial gas takes the lest one—12.4% of the population.It is estimated that in 2010 and 2015, China’s natural gas consumption will reach 140 billion cubic meters and 240 billion cubic meters respectively. By the analysis of the co-ordination of supply and demand of the natural gas, China’s natural gas supply and demand gap will be 30 billion-40 billion cubic meters in 2010. By 201, the gap will be 50 billion-60 billion cubic meters, by 2020 gap of 80 billion -90 billion cubic meters. It can be seen that in 2009 the supply situation of the natural gas will remains tight, and showed an overall tight supply situation.As China’s urbanization process is accelerating, which is resulted in a rapid increase in urban population, expanded the population who using the gas. The family in our country is accelerating the miniaturization. The increase of the number of the household will result in an increasing in demand and per capita gas consumption increased. In addition, the usage of the current piped city gas is only about 30%. There is a huge upgrade space compared with the developed countries as well as the cities along the southeast coast, whose usage of the pipeline gas is of 80%-90%.Reforming the pricing mechanism, that is to switch the government-pricing to a combination of market-based pricing and government control. Reforming the pricing mechanism, that is to implement the separate accounts and charges pricing between the production, purification and distribution. And according to the characteristics of different segments in gas industry chain, we carry out the different pricing methods. |
