At present, by the global financial crisis, domestic macroeconomic growth has seen a downward, so that socio-economic development to face greater pressure to ensure economic growth and become our top priority. Economic decisions, financial, economic growth, conditions for the commercial bank risk management have a great impact. After years of sustained reforms, China’s commercial banking business has been rapid development, operational efficiency rising, declining non-performing assets, risk management level is also rising. These achievements are inseparable from China’s macro economy for many years to maintain sound and rapid development of such an important background. U.S. financial crisis triggered by the global economic recession, China’s economic situation facing tremendous pressure, which is China’s large and medium sized commercial banks risk management capabilities with a new test and challenges.Prior to this historic significance of the June 2004 adoption of the new Basel Capital Accord BaselⅡ, the new agreement, the original framework of the agreement were a number of changes to the main content can be summarized into three parts:the minimum capital requirements, capital adequacy regulatory constraints and market constraints. But this raging global financial crisis has also exposed many inadequacies in the Basel Accord, the agreement need to continue to make improvements. However, as the global financial regulation is a basic criterion, it still played a very important role. In the current financial crisis, commercial banks, the losses are much smaller than the investment bank is a good example. We can not predict the absence of BaselⅡregulatory requirements for commercial banks, this crisis will be much damage caused. Therefore, we can not completely deny the imperfections in the process of financial supervision and played an active role. For China’s commercial banks, because the original causes of the financial system and mechanisms, leading to a low level of risk-based supervision, should accelerate the implementation of the new Capital Accord in order to enhance the commercial bank’s risk management level.Actively carry out the implementation of the New Basel Capital Accord, the preparatory work, and strive to enhance risk management capabilities. In accordance with the deployment of China Banking Regulatory Commission, China’s commercial banks with operations in other countries or regions active in the operating agencies, international business accounted for a considerable proportion of medium-sized commercial banks should implement the new Capital Accord. While the other commercial banks may voluntarily apply for the implementation of the new Capital Accord, in the long run, to implement the new Capital Accord through internationally accepted risk management, standardize and guide commercial banks to build in risk management core competencies.The future competition in the banking industry will focus on the ability to expand risk management, risk management capability to become the core competitiveness of banks constitute the core elements, and the banking financial institutions, a source of profit is the risk-risk premium, but also to strengthen internal control mechanisms, enhance the risk prevention ability to be nurturing a modern commercial bank’s core competitiveness of important content, can achieve effective risk prevention and control is a measure of the core competitiveness of the banks an important benchmark. Thus, with the global financial and economic integration, gradually increase the degree of market today, coupled with the pace of China’s deepening reform and opening up the international transmission mechanism of the formation of banking risks, through the strengthening of commercial bank risk management capabilities, effectively building a comprehensive risk commercial banks management system is very important to form a risk management capabilities as the core of commercial banks have become the core competitiveness of the domestic banking sector cope with the current global financial crisis situation faced by the primary task. This is the purpose of this paper and important topics of practical significance.
