Development-oriented poverty reduction oriented to improve theability of self-development in the poor area, it is very important to promote theself-reliance of rural poor, increase revenue, get rid of poverty-lack of human capitalstock–poverty vicious circle.Recently, the central government and local governments pay high attentions topoverty of vast rural areas. Continuously, take the targeted poverty action according tothe actual situation of development of socio-economic. Such as "87" Anti-PovertyProgram, Relief program of the "two basics", poverty alleviation and development ofspecial industries,the whole township to promote the anti-poverty project and etc.Through years of development, infrastructure conditions, living conditions and medicaland health facilities of vast rural areas have been improved significantly. Rural poor hasbeen greatly reduced, the incidence of poverty has been greatly reduced. But, thesocio-economic development of poor rural areas are still obviously behind in urbanareas, this backward, mainly due to the lack of human capital, performancing to lowscientific, cultural qualities, weak scientific and technological quality in the rural poor.Because of the weak basic education facilities, insufficient vocational technical trainingand inadequate health care system, the process of rural poverty-alleviation developmentwas seriously hindered. Acording to human capital theory and the capability poverty,proposed some specific strategies to digested rural poverty. First, innovating the theoryof poverty-alleviation development, oriented to develop education. Second, adjustingthe strategies of poverty-alleviation development, relying on technology poverty Alleviation. Third, reforming the rural health care system, further improve health care.Expecting these above conclusions are finally helpful to rural development-orientedpoverty reduction.
