Research On The Responsibility Of Government In The New Type Of Rural Endowment Insurance System’s Financial Sustainability

The Fund is the material basis of Social Security. If there are not enough funds tomeet the current and long-term needs, it is out of the question that Social Security issmoothly implemented. It means that the core of sustainable development of theSocial Security is Social Security’s financial sustainability. Because the establishmentand development of social security can not be separated from the government, and thegovernment plays a leading role in that, assumes the responsibility of the system’sdesign, the responsibility of financial contribution, the responsibility of operationalsupervision and service delivery. This indicates that the government also has aninescapable responsibility of financial sustainability of social security.As an important part of Social Security, although the new type of rural endowmentinsurance system has been significantly adjusted by the government opposed to theold one on its system design， financial support, regulation and service provision.Butit still has the problems in its actual operation which affects its financialsustainability， such as meter low total fat coefficient， and low personal account toreceive age, lack of protection mechanism of the subsidy funds， increasing the valueof difficult issues. It’s necessary that we reflect on the responsibilities of thegovernment in the new type of rural endowment insurance system’s financialsustainability——the responsibility of the system’s design, the responsibility offinancial contribution, the responsibility of operational supervision and servicedelivery to improve it and achieve its financial sustainable and sustainabledevelopment. This article is research on the government accountability contacted withthe new type of rural endowment insurance system’s financial sustainable. It not onlydefines the responsibility of the government in the financial sustainability of the newtype of rural endowment insurance system, but also points out the issues of theresponsibility of the government in the financial sustainability of the new type of ruralendowment insurance system and proposes the countermeasures.
