With thedevelopment of social economy，Low carbon economy becomes new developmenttheme afterwards agriculture revolution and industrial revolution, So, Low carboneconomy development level evaluation becomes a core content of petrochemicalenterprises.This thesis is a study of the Construction of evaluation index system for thePetrochemical Companies and application of based on the rough set and the fuzzycomprehensive evaluation method. Firstly, domestic and international development oflow carbon economy situation were summarized, Combined with the characteristics ofpetrochemical industry, The seriousness and the necessity of development of lowcarbon economy were analyzed. Secondly, from the low carbon technology, low carbonenergy, low carbon city, low carbon society, low carbon policy five aspects analyzes theconnotation of low carbon economy. Combined with the characteristics ofpetrochemical industry, From the perspective of economic benefit, social benefit andecological benefit three respects compose built petrochemical companies’ low carboneconomy development level evaluation index system. Thirdly, Based on the fuzzycomprehensive evaluation method disadvantage in index weight select objective andinformation repeated evaluation, attributes reduction of rough set was Proposed，Basedon rough set and the fuzzy comprehensive evaluation model was build. Finally,Applying the evaluation index system and based on rough set and the fuzzycomprehensive evaluation method to evaluate the low carbon economy developmentlevel of30petrochemical companies. Obtained each company’s ranking by analysis the results,with the actual situation compared to verify the validity of the method.
