Along with the proposition of the tenth-five-year digital forestry programme and thetwelfth-five-year specific goal on the newly added forest area, and especially theimplementation of the six projects in forestry within these ten years, China has obtainedremarkable achievements in the afforestation construction. However, due to the deficiencywith respect to the informationization and digitazition, there are still problems in theafforestation planning and management, which bring about some influences to the forestdepartment. Presently, the mature applications, by means of the computer and informationtechnology and GISã€RSã€GPS, in the forestry resource exploration and monitoring, forestownership management and so on greatly upgrades the corresponding operating mode andimproves the work efficiency. However, traditional operating mode can hardly meet therequirements of forestry construction in both afforestation planning design and management. The thesis develops an afforestation planning and design management informationsystem for the basic-level planning and design staff and also for the afforestationadministrations, aiming at realizing an information-based, automated and visual afforestationplanning and management and thereby enhancing the scientificity of forestry construction. The system builds several databases for basic geographic data, afforestation form data, afforestation subcompartment data etc.in the afforestation operation area respectively, andimplements scientific and reasonable afforestation planning and design through the computertechnology, GIS and Internet technology. In addition, the system adds a programme checkprocedure between the project submission and approval in order to avoid the repetition in theafforestation project, and ultimately generates operation design drawings and statistical formsand other digital products according to the rules and requirements. The development of the system combines the object-oriented programming language andGIS component technology, specifically adopting C#.NET and ArcGIS Engine. As a result, the expected goals are well completed. |
