Oneaspect is the original distribution of water resources and the reality of human-inducedfactors, Serious lack of water resources in some regions, some areas of rapid economicdevelopment of heavy industry, water pollution is very serious, The other hand, in a marketeconomy, tap water price directly affect the supply and demand of tap water, it relates to thesocial welfare of each consumer, Related to the balance between national economicdevelopment and social fairness stable situation, How to pricing tap water reasonably andensure the effective realization of the healthy and stable development of water industry hasbecome a real and serious problem, which has far-reaching strategic significance and greatpractical significance to pricing.This article firstly completes the research on defined features and pricing elements ofpublic goods. It take into consideration that the price of resource public goods such as tapwater is determined by its production cost with the development of market economy, butgiven the characteristics of public goods, the pricing is interfered by the relevantgovernment departments.After that, the author analyses several popular pricing models and methods, thenanalyses the pricing policy and its adjustment of Zhenjiang tap water, and points out that itis not reasonable to response to tap water pricing of Zhenjiang comprehensively, moreover,its guiding significance to Zhenjiang tap water pricing has its defects.Based on the theory of public goods, this paper analyzes pricing tap water, which is akind of quasi-public goods, and discusses the tap water pricing system of Zhenjiang usingnormative research analysis. Based on the current tap water pricing model of Zhenjiang, theauthor proposed an improved pricing model under the premise of the data analysis.Amendment suggestions are given to the current step-charge model of Zhenjiang, finally,relevant countermeasures and policy suggestions are given to the issues which put forwardto the current tap water pricing.
