In this study,starting from the industrial structure and employment structure intheory,the structure of three industrials in Xinjiang,analysis the current situation andchanges in trend,the use of comparative labor productivity,industrial structure,thedegree of deviation,the employment elasticity coefficient of the employment ofuniversity students in Xinjiang.The study is divided into two levels: the macro level to1978-2010time series,using the above three indicators to analyze the data of the three industries in Xinjiang.The study found that:(1) Xinjiang industry comparative labor productivity at thelowest level of long-term, secondary industry labor productivity, the tertiary industryin the middle levels, resulting in the transfer of labor from the primary industry tosecondary and tertiary industries.(2) Deviate from the industrial structure analysis,the primary industry is negative, secondary and tertiary industries is basicallypositive, indicating that the primary industry labor force in the momentum transfer tothe secondary and tertiary industries, the growth of secondary industry capacity topromote employment, there was a downward trend, the tertiary industry has thepotential to absorb more labor;(3) To analyze the employment elasticity coefficientof elasticity of the first industries to the declining trend in employment crowding-outeffect is more pronounced, the coefficient of elasticity of the secondary industry hasexperienced the changes first and then decreased, which means that with the first thedevelopment of secondary industries to absorb labor, the effect is not obvious or lessflexibility and the employment elasticity of the tertiary industry is the biggest, butalso reflects the tertiary industry stronger employment absorptive capacity.The micro level,15college graduates from2002to2008in Xinjiang, toanalysis the industrial structure of Xinjiang and graduate employmentstructure,found that more than70%of the total number of graduates of the collegestudents in the tertiary industry employment, followed by the secondary industry, thenumber of about20%, about10%of college students in the primary industryemployment. Employment elasticity from three industries, the primary industryemployment of college students there is "crowding out", the secondary industrydemand for students is increasing, but the rate of increase is small, the developmentof tertiary industry employment of university students pull obvious. The main reasonis the industrial structure of Xinjiang and employment structure between the lack ofcoordination between the three industries as well as the structure within the threeindustries and unreasonable, resulting in lack of absorptive capacity of the industrial structure of Xinjiang to students.In response to these issues, as the new background to the Yuanjiangconstruction to study, strategies and recommendations to promote the employmentof university students from the perspective of optimizing the three industries: For thefirst industry to use technology to further optimize its internal structure, thegovernment should be given agricultural support policies, and actively develop themodern facilities of agriculture in Xinjiang and specialty fruit industry, to promotethe development of agricultural industry groups to promote the graduate employment;the secondary industry, to speed up the optimization and upgrading of the secondaryindustry, adjust the internal structure of industry, accelerate Xinjiang newindustrialization, the use of counterparts Yuanjiang building to speed up theadjustment and optimization of industrial structure to promote the graduateemployment; to actively develop the tertiary industry, and improve the employmentelasticity of the tertiary industry, adjusting the internal structure of the tertiaryindustry, accelerate the development of producer services and Xinjiang specialtytourism, and vigorously support the small and medium-sized enterprises and privateeconomic development, and Xinjiang’s economic and social development needs,optimize the professional structure of the Xinjiang Higher settings, to promote thegraduate employment.
