Since reform and opening up and particularly the Party’s Fifteenth Congress,China’s SMEs (small and medium-sized enterprises) have played a crucial role innational economy and social development. However, SMEs also witness pressuresfrom fierce market competition and survival of the fittest is particularly prominent inthese enterprises.At present, for SMEs, how to improve the market competitiveness has becomean important problem badly in need of solution. When a company’s capital,technology, personnel, information and other resources have encountered thebottleneck, beyond doubt the management will be the most important factor inimproving efficiency.This thesis first gives a brief analysis on cruel situation faced by domestic SMEs,pointing out that technology innovation and effective management are two importantbreakthroughs to solve the problem of survival and development in SMEs, and therational use of project management knowledge and methods is the most effective wayto improve the management efficiency. However, some of the current projectmanagement theories and methods are applicable to large companies and largeprojects, and inevitably SMEs have encountered many problems in the promotion ofsuch theories and methods, particularly in multi-project management which is animportant theory involving in enterprise strategic decision-making and focusing onthe economic efficiency of enterprise. However, there are few cases successfullyimplementing such theory in domestic SMEs.By investigating two important knowledge domains concerning multi-projectmanagement-program management and project portfolio management, theinterrelationship of project, program and project portfolio is analyzed in the thesis; thecommonly used methods in multi-project management, such as value analysis of theproject, project selection and prioritization are discussed in detail, and with refiningand innovation and actual situation of SMEs, an operation mode of multi-projectmanagement suitable for SMEs is proposed finally. In this operation mode, the thesispresents a new multi-project prioritization method and innovatively applies theCCM(critical chain method) to multi-project management, so as to help SMEs tosolve the problem of resource shortage. Eventually, based on the current situation of the projects in author’s company, thethesis discusses the problems and troubles in implementing multi-project management.What’s more, with the operation mode of multi-project management for SMEsproposed in this paper, the author tests and verifies the feasibility and practical valueof the management mode through actual cases.Through theoretical introduction and case studies, this paper enablesmanagement personnel of SMEs to have the preliminary knowledge andunderstandings on multi-project management, and thus encourages them to promoteand apply the theory in their enterprises after recognizing the importance of multi-project management.
