This paper first reviewed the basic content of industry-university-research alliance andits development process, using resource dependence theory and transaction cost theory tosummary three characteristics of industry-university-research alliance: resource optimizationand integration, new organizations of cooperation and innovation and Relations collectionbetween various stakeholders. Secondly, the use N-R model to explain the alliance ’s mostimportant role-resource configuration, which was in line with the internal demand ofenterprise’s core competitiveness and technological innovation. Thirdly, review the relevantdefinition of knowledge transfer, the transfer model and impact factor, analysis theassociation between knowledge transfer and industry-university-research alliance.On this basis, the paper reached industry-university-research alliance’s three-tierarchitecture simple research model, the surface of industry-university-research alliance is itsperformance, called layer phenomenon; the core layer is the knowledge transfer betweencooperation organizations within the alliance; internal resources, institutions, and interactionare intended to enable knowledge transfer smoothly and improve coalitionperformance,called link layer. Full focus of this paper is to analysis the internal structure ofLink layer, come out the operation law of industry-university-research alliance. This paperstarting with the aim to achieve knowledge transfer, combination of the three majorcharacteristics of industry-university-research alliance, that the link layer should be dividedinto three levels, namely resource dimensions, organization dimensions and relationshiplevels; then based on previous research results of knowledge transfer, extracted keyinfluencing factor in each dimension, and draw the appropriate assumptions. In the resourcelevel, that the appropriate knowledge distance, willingness and ability to transfer knowledgeand ability and willingness to accept is related to the knowledge transfer performance, tacitof knowledge with negative correlation of knowledge transfer performance; in theorganization level, that the existence of the transfer channel and its richness, the existenceand rationality of intellectual property system and the interests of the distribution systemperformance is associated with knowledge transfer; in the relationship level, that trust andcommitment are associated with knowledge transfer performance; in addition, we alsoexplored the relationship between knowledge transfer performance and technologicalinnovation, that the knowledge transfer performance is related to technological innovation.Finally, for the assumptions made above, through expert interviews and large-scale survey with part of the subject companies in Ningbo University, companies of Ningbo City NationalTechnical University Park and Yinzhou Panhuo Investment Center, and the use of SPSS17.0software to test data. By factor analysis for dimensionality reduction, factors affectingknowledge transfer factor out4main components,through correlation and regressionanalysis of the results, the principal components of resource base and not enter regressionequation, the other three principal components according to their importance are organizationdimension in turn, resource input and relationship dimension. In addition to thecorresponding knowledge distance fails to be confirmed, the rest of the hypothesis issupported by empirical results.Through the analysis of empirical findings, this paper presentsseveral policy proposals to promote construction and development ofindustry-university-research alliance.
