China, with its vast territory and complex geographical climate conditions, which is located inthe intersection among the Around-Pacific Ocean and Northern hemisphere middle–latitudedisaster belts, is a country with frequently happened natural disasters. Agriculture, as a weakindustry, could not properly itself withstand affections from disasters, then there’s a problem to besolved to improve the abilities against risks of disasters, scatter or shift risks, assuring healthy andsustainable agriculture development. Moreover, Agriculture insurance is a traditional way, whichcould used to disperse or shift risks in production processing. In which, we can approach to re-insuraring, setting up provisions of risk or asset securitizing. Since the year of2004, in successivelyseven years, First Document from Central government has clearly proposed that we should speedup to develop agriculture insurance, explore and perfect diversification mechanism Of policyinsurance, build up a system for re-insurance and a sharing mechanism on asset securitization,Finally it can be realistically meaningful in studying policy agriculture insurance in dealing withagricultural disasters.Reviewing to domestic and abroad scholars’ related theories on the dysfunctional agriculturalmarket, main mode for insurance and diversification mechanism, this paper aims to analysis theformations theory of policy oriented-agricultural insurances on the basis of micro-economics,welfare economics and neo-institutional economics. Illustrated by the case of Ningbo, analyzingthe dates of sown area and disaster area of farm crops, we found that the simple payment rateconformed to normal distribution. Then, through the application of normal distribution model, wemeasure for reinsurance scale in the policy-oriented agricultural insurance in Ningbo, and the scaleof payments reserve for disasters through each danger claim condition from the policy-orientedagricultural insurance in recent years. At the same time, with comparison of the long historic andmatured national agricultural insurance system with innered risk-scattered methods in the UnitedStates, Canada, Japan and other countries, naturally, it come to conclude strategies aiming toscattering risk in agricultural insurance.As the research shows, policy oriented-agriculture insurance and risk-scattering should beunified under legal framework, and arranged by institutions. Also it mainly related with three participated part as farmers, insurance facilities and government, therefore, in the process ofinsurance design and function, it’s quite meaningful to emphasize on balancing the interests of themain participated part, which should be given full play to the initiativity and activity. Thedispersion means and strategy is extremely diverse, while different risk dispersion methods havedifferent characteristics. In decision-making, we should pay attention to analyzing historical datacombined with overall financial market in practice.
