Institutional Model Innovation And Policy Selection Of China's Agricultural Reinsurance

Agriculture is a basic industry of China,and its development is related to the lifeline of the national economy.Therefore,ensuring the healthy and stable development of agriculture is an important part of the government’s work.In recent years,the establishment and improvement of China’s agricultural insurance market has stabilized the development of agriculture to a certain extent.However,due to the frequent catastrophic risks such as drought,frost and snow disasters in China,it is impossible to achieve effective dispersion of agricultural risks by relying solely on agricultural insurance.The role of risk diversification is becoming more prominent.The establishment of the reinsurance system model has become a common eager expectation.The Central No.1 document has also attached great attention to the establishment of the agricultural reinsurance system for many years.Based on the background of this research,this paper uses literature research method,qualitative analysis method and comparative analysis method.Based on the analysis of China’s current mutual agricultural reinsurance and American and Japanese reinsurance experience,this paper attempts to propose the innovative choice of China’s agricultural reinsurance system model,namely China policy.The model of sexual agriculture reinsurance system,and the four-point policy choice of implementing the policy-based agricultural reinsurance system model.Specifically,in view of the problems existing in China’s current mutual aid agricultural reinsurance system model,through the analysis of the US federal agricultural reinsurance system model and Japan’s “two-level” agricultural reinsurance system model,it points out its innovation in China’s agricultural reinsurance system model.The four inspirations refine the five feasible modes of innovation in China’s agricultural reinsurance system.Combined with the three principles of China’s agricultural reinsurance system model innovation,namely,the principles of democratic management and cooperative management,the principle of government responsibility,and the principle of voluntariness and coercion,we tentatively propose innovative choices for China’s agricultural reinsurance system model: policy-based agricultural reinsurance,and profound analysis The connotation and operation mode of China’s policy-based agricultural reinsurance innovation system model.Based on this,the four policy choices for implementing the policy-based agricultural reinsurance system model are proposed: improving laws and regulations;improving the financial subsidy mechanism for agricultural reinsurance,establishing and improving relevant institutions;and strengthening the training of agricultural(re)insurance professionals.
