| Public rental housing just comes into being in China and in this aspect not many researches are conducted. This study hopes to give enlightenment to government's planning and policy-making in public rental housing and also to its development and the innovation of its supplying mode so that more middle and low-income families could get benefits from it by doing a qualitative analysis of public rental housing,The first chapter introduces the research background and classifies the important issues in researches about public rental housing both at home and abroad. The second chapter gives the theoretical framework of this study and further analyzes and summarizes the concepts and features of public rental housing in various places, defining guaranteed people, standard of guarantee, modes of guarantee and scope of guarantee. Chapter three reviews the history and development of various housing in Chinese market, making a economic analysis of the forming process of sandwich class and the necessity of public rental housing and discussing the nature of public rental housing and its relationship with other kinds of housing. Chapter four classifies the supplying subject of public rental housing and discussing relevant function of various supplying subject according the current situation in China. Chapter five predicts the supplying scope of public rental housing in Shanghai from 2011 to 2015 and compares this prediction with the supplying quantity of public rental housing proposed in the subject of Shanghai Twelfth Five Years Plan. Chapter six summarizes the main supplying mode of public rental housing in current China and its disadvantages. Thus the innovative supplying modes are proposed on the basis of cooperation with a due division of labor between government and private organizations. Chapter seven summarizes the whole study and also points out the optimizing approach.A conclusion is drawn that on current stage it's necessary to actively conduct the policy of public rental housing, with the establishment of relevant laws and regularities at the back. Meanwhile, more scientific approaches should be further applied to the study of public letting housing. Public rental housing has been given great attention and will remain like this for a long time, so more and more public rental housing will be conducted in both rural and urban areas and public rental housing will definitely become a part of low-income housing projects. Therefore, it is an important issue for China to improve the policy of public rental housing and favor the middle- and low-income group in a more fruitful and fast way. |
