With the quickening of the process of international economic integration and thegrowing market competition, and the steel project investment risk is increasing in thesocial environment and the national industrial policy changes. The steel projectinvestment need a great investment and has a long cycle and the many uncertainfactors. The risk evaluation is required to the steel project investment. To have aminimum risk to the steel project investment and the project has a smoothly process.So as to the enterprise achieve the good economic efficiency, and have the huge profits.But some of the research achievements of our country at present is the main researchsome specific risks, such as: investment projects exchange rate risk analysis theory andthe study of the method and “the Three Gorges Project investment risk analysis and thestudy of theory and methods ", but there is not a system research of the projectinvestment risk. And for steel project investment risk, it involves a lot of risk factors,thus for a good project management of steel, it is necessary to make a system researchto the steel project.According to the related theory of the project risk management, technology andmethod and currently the steel project investment may meet in risk factors, the steelproject investment risk do the system evaluation and analysis from a various risk faces.And it is constructed that the model is APH Analytic Hierarchy Process of the steelproject investment rick evaluation system. And combining with MeiGang4blastfurnace construction project, the model is tested to test it’s the validity andapplicability in practice. In order to check the validity of the model and applicability,this paper is mainly through that the senior project management give the weight of thepossible risk factors of MeiGang4blast furnace project to structure the judgment matrix, and the structure judgment matrix is tested to test the model is the validity andapplicability in the practice.Through to the study of the steel project investment risk evaluation system andused APH Analytic Process Hierarchy to the steel project investment risk quantitativelycalculated, found that influence the index of project investment risk evaluation systemof steel mainly reflects in national policies, market supply and demand, enterprisefinancial status, relevance industry, supporting the steel market, business andtechnology, the secondary index under the first level index: inflation, industrial policy,energy conservation and emission reduction policy, supply and demand, theopportunity cost, relevance industry, the competition among enterprises, productstructure, raw material costs, upstream and downstream industry, electric power,transportation, international steel price movements have the larger the influence to thesteel project investment. So in steel project investment risk assessment these indexes tothe influence of the steel project investment should be considered.
