More than half a century,On human capital theory is not only widely disseminatedin various fields of Chinese and foreign academic circles,Also been widely used ingovernment policies, market operation and management of macro and micro practicallevel.Especially with the depth of human capital research,The subject has graduallybecome the focus of academic researchers,Human capital carrying capacity isbecoming a new research direction.Now,China’s regional economic development"balanced" and its root cause lies in the non-equilibrium of the investment in humancapital.As we all known, human capital is an important resource for the promotion ofregional and national development, human capital can’t exist as individuals alone,because individuals can not play a full role in human capital and most materialresources, there are strong complementarities.When increased investment in humancapital, and other material resources require corresponding changes, this will makecoordination between the various resources in the process of economic developmentbetween different resources is not completely substitute exists between themthedynamic relationship of mutual restraint, mutual promotion and mutually vector canplay a variety of resources to maximize utility.This article in this direction to studythe human and economic development of the human capital carrying capacity.Since2000, the government began implementing the western developmentstrategy, put in a lot of capital and resources, and also enacted a number of favorablepolicies, but the pace of development of the western development does not show thedesired expectations.The reason is that the western region to the lack of supportinghuman resources, and there is the use of human resources of the phenomenon of lowefficiency.Therefore, Xinjiang, for example, by using factor analysis method toevaluate human capital carrying capacity of21cities in Xinjiang.
