With the development of network technology, the traditional video monitoring system can not meet people’s needs any more, it is gradually going digital and networked, network video monitoring system which combined with streaming media transmission technology has achieved real time and effectiveness of video information transmission.However,the limited bandwidth and network resources can not guarantee the transmission of video information.When users’requirements is greater than the total network resources, it is easy to cause network congestion. How to guarantee video information transmission of the network video monitoring system becomes a research hotspot.This paper includes an in-depth study of network congestion situation.After analyzing the formation and harm of congestion, two of the most effective algorithm which against congestion control, Active’Queue Management, congestion control method based on TCP are studied. Considering the limitations of TCP and UDP, TCP-Friendly Rate Control(TFRC) will be used in streaming media transmission.As the TFRC protocol can not judge the reasons of packet loss accurately and react immediately to the change of network state,an improved algorithm TFRC—MN combined with intermediary nodes is proposed.This algorithm classifies the network condition,and adopt the method of product type to increase product type to reduce response fastly for network status. Finally,design adaptive transmission module for video transmission of network video surveillance,put forward an adaptive control strategy,and use the improved algorithms TFRC BMN in the adaptive transmission control codoule.The improved algorithm TFRC BMN feedback queue length of the intermediate nodes of the network status, to distinguish the reasons of packet loss, and according to the different packet loss causes corresponding rate adjustment mechanism. In addition,useing quick response mechanism of the method of product type to increase product type to reduce while exiting congestion state.The results of simulation show that TFRC BMN can well apply to wired and wireless network, maintain the stability of the network, improve the quality of transmission.
