Modern information technologies with Internet bring the profound changes of the transmissions of mode of Human’s. The popularization and application of technologies of Mobile phone text messages, instant messaging tools, online community, blog and micro blog and so on, reflecting the characteristics of civilians of internet media. Civilians are no longer subject to time, location, identity. The "low threshold" of internet media let everyone have the right to speak. This is full realization of the gorgeous change of the mass media to focus media, then to personal media. The advantages and qualities of network media give Social mobilization the new implications and forms. The traditional mode of mobilization which is led by the government, top-down, and well-organized, gradually transformed into the mode of mobilization which is guided by the civilians who take advantage of a variety social internet media tools and form the virtual organization spontaneously. Comparing with the traditional social mobilization, internet of social mobilization looks loose and disorderly. Actually, the nongovernment and unofficial virtual organization which is organized by internet users who are unfamiliar to each other, acting as a aeriform hand and conducting the whole process of the mobilization. Simultaneously, the establishment of network of human relationships plays a major role from the formation of virtual organization to collective action. From the establishment of self-role to the interaction between people with various technical tools, then to the formation of the sense of community and the establishment of common awareness of the environment, the victual organization have formed a humane relational chains. In addition, spontaneous formation of victual organization, associated with the factors of psychology of internet users, cultural and emotion and medium.
