Location estimation has attained great attention for great market profits that Location Based Services, LBS, brought to services providers.GSM network has comprehensive coverage, which makes positioning algorithm for GSM network more promotional. Current GSM network positioning systems have defects of high cost and low accuracy. Therefore, it still has tremendous practical significance on the GSM network positioning technology.We cooperate with Huawei Company, aim to propose a new positioning method and build up an estimation system for mobile users in order to achieve low cost, high positioning accuracy, real-time positioning.Fingerprint-Based positioning method is widely used in WLAN network as an inexpensive solution. It can lower the positioning cost to great degree for no extra hardware devices, which is very important to promote LBS more widely. In this paper, we suppose an estimation method base on RSS using Fingerprint positioning algorithm. We introduce the two phases of Fingerprint positioning, off-line phase and on-line phase. In the off-line phase, we discuss the method of creating a radio map. In the on-line phase, we describe the sample selection from radio map and matching methods in detail. What’s more, we suppose a method which can improve the estimation performance using tracking system.This paper proposes three improvements compared to the traditional GSM network positioning algorithm. The first one is the proposing scheme of selecting sample from radio map by fully utilizing the effective message carried by measure report. The second one is the supposing improved matching algorithm according to the relation between signal distance and physical distance. The third one is the describing of tracking system by evaluating the estimated location from tracking system.
