With the rapid development of wireless communication technology and the increasing demand for mobile access, various wireless access technologies have emerged. For example, GSM and UMTS used for cellular coverage; Wi-Fi and WiMAX used for hotspot; Satellite communications used for large range etc. Various countries began to study the network architecture of new3G and4G, which makes future network heterogeneity more prominent; At the same time, with the emergence of multi-mode terminals, enables how to access the target network quickly and efficiently to become a new hotspot.However, the current studies about network access control mainly focus on the study of access selection algorithm, which lack of the support of frame. And many of the access control scheme are not portable, they can only be used in special network scene and terminal. Therefore, this text does research into the access control technology which based on terminal, and applies the idea of middleware into access control project, which effectively solve the transplant problem of access control function. Besides, according to the actual traffic stream operation situation of terminal, take the network selected strategy action that expands from consider one traffic stream to multiple traffic stream which run on the same terminal. Map the traffic stream gather of current terminal with current available network gather, and import the idea of priority level. Considering every traffic stream, they can select the best access network according to the demand of QoS.Firstly, this paper starts by the study of the access selection mechanism of heterogeneous wireless network. Analysis and compare the current access control project. And raise one access control scheme which based on middleware architect. Secondly, this text raises one access selection algorithm which based on service flow via the classification of the service flow on terminal. And then has the detailed description and implementation. Finally, this paper designed and implemented an access control middleware system based on Android platform. And the paper does the functional test. The test results show that the Android platform access control middleware system has good network selection effect.
