With the rapid development of wireless communication technologies in recent years, there seems to be a trend for the integration of several heterogeneous wireless networks. The ultimate goal of the convergence is that’Any person can transmit information to any other person at any time and any place’. On the other hand, the integration of heterogeneous networks will bring more challenges for researchers, such as the required end-to-end quality of service of, radio resource management, mobility management and the access control of wireless networks. This paper aims at the problem of the access control of wireless networks, which is to find algorithms of selecting the appropriate network for the users. Actually, the conflicts of interests between users and wireless network operators or among network operators can be regarded as a game which can be solved by setting a reasonable game model, the strategy set and payoff functions.This paper proposes a network selection scheme among heterogeneous networks using a network pricing strategy which is based on non-cooperative game theory. There are competitive relations among network operators. Therefore, the model which makes the price of service as the strategy function of players is established. Nash equilibrium is obtained by solving the models and then the access price for each network is got, simultaneously the target network for users can be obtained by comparing the performance-cost-ratio of each network. Experimental results illustrate that all the network operators can achieve Nash equilibrium price under the non-cooperative game. The Quality of service per unit price with different price is compared, and the parameters of game model are discussed, which have effect on quality of service per unit price.In addition, this paper discusses the competitive relations between network operators and users. Firstly, an algorithm which is calculating the weight factors of the networks’ properties for users is proposed to find the target network, which is based on the method of Analytic Hierarchy Process (AHP). Then, a non-cooperation game model is used between users and the target networks. In the game, the final decision that the target network admits the user or not and the user access the network or not will be obtained. The new access in this system will be allocated the remaining bandwidth by the target network, but the handover access will be allocated not only the remaining resources but also the released bandwidth by the other lower priority users. In the experimental results which are got by MATLAB, the blocking probabilities of access requests with different services and different access types illustrate the level of priority. At the same time, relevant algorithms in this paper are compared from several aspects.
