The air service system is the core part of the OTA system which supports business background processing, and plays an important role in the OTA system. Since OTA value-added business had huge market operators before, with the improvement and enhancement of the performance of the SIM card, and the requirements of more and more mobile payment, authentication safe application in the (U) SIM card,become a real collection of multi-application portal platform is the inevitable trend of OTA platform development. From the operator’s point of view, due to the poor compatibility of the initial constructed OTA platform which can not meet today’s rich multi-application requirements, therefore unified planning the new OTA system and integrating the existing systems, taking into account future expansion ultimately to reduce inputs, expand market share is the most imminent issue of the Sps. SPs hope that the new generation of OTA system can adaptive access to new applications and complete a new application business logic processing without affecting the original business in the continuous operation of mission-critical run in the7×24mode. providing uninterrupted service. This requires that the OTA system in the air system has the ability to dynamically configure.First this paper analyzes the drawbacks of the current OTA system, and study the key processes in the OTA system.In allusion to the lack of scalability, this paper propose the dynamic configuration program of the air service system and choose the current popular mobile payment air service system to verify the feasibility. The program includes the overall system features modular design, interface design, protocol design, and dynamic configuration design. After studying the development of domestic and international dynamic configuration, comparing to existing dynamic configuration, and combining the background of Unicom headquarters air deposit platform project, this paper propose a solution basing software bus and using XML configure the components. Coding is done in the overall design of the program under the guidance of the mobile wallet air service system that can be dynamically configured. The system basically meet the demand and has been on-line test.
