With the development of information network technology, as well as the depth of the global IT promotion, more diverse network attacks, suffered serious threat to the security of the network. Traditional security defense system can no longer meet the requirements of network security. As the network transmission of e-government system of data relating to the national security of the data, the requirements for network security is relatively high. While the current security system can’t meet the security requirements of the e-government system, the system is often subject to a variety of attacks, huge loss to government agencies and even countries.At present, more effective measures is use of intrusion detection technology. Intrusion detection technology has been very mature, but due to the different of topology of the network as well as the type of attack and system security requirements of different levels and so on. Therefore, in the e-government system more efficient and accurate intrusion detection system is very important.Base on collaborative e-government system of my laboratory, in-depth study of collaborative electronic government system security. And using of Snort to design and implement a more effective, sensitive and reliable intrusion detection system.Based on the theoretical knowledge related to e-government system security and intrusion detection systems, do "Web-based collaborative government detection management system" needs analysis, develop a design goal, deploy the environment and design overall framework. Subsequently, the IDS data acquisition module, the detection engine module and system output response module is designed for the specific network environment and Snort itself. And realize the data capture module, test engine module and output module of the IDS. According to the characteristics of the e-government safety problem, custom rules and added to the rule base. And multi-angle compares various pattern matching algorithms, according to the system requirements select better matching algorithm. Finally, analog network system environment, use relative tools to test system function, and the test data were statistically analyzed. And come to the system with higher availability and reliability of e-government network security.
