The statistical department is the principal organ that the government collecting social and economic information, and statistical information resources are an important basis for the party and government leaders at all levels to do macro-management and scientific decision-making. The purpose of statistical information is to improve the effectiveness of the work of statistical agencies and personnel, using the same inputs to get more, faster, more accurate statistical information. And it can integrate statistical data resources, do a good job in the work of the construction of the city’s statistical database, and promote the construction of statistical information, promote normalized construction of the foundation work of statistical business, change these situations including diversification of data statistical software, disunity of data format and difficult sharing of data. Tai’an Municipal Bureau of Statistics decided to build a statistics data acquisition and processing system for direct reporting online, to make sure the city’s professional statistical reports data collection and processing can be implemented in a unified statistical service platform.In this paper, we used UML modeling language, and used use case diagram, class diagram, sequence diagram, activity diagram and others to describe the design and implementation process of the information collection and processing system of Tai’an Municipal Bureau of Statistics. Firstly, we introduced the background of the development of the system, and then we described the system functional requirements by use-case analysis and use case diagram, dividing the system function into five requirements modules:report management, data collection and processing, data query, information exchange and system management. We designed the system architecture and program structure and described the detailed design of the system function by class diagram and timing diagram, pointing out the system database table structure and E_R figure and realizing function interface of the system, and described the process of partial functions by activity diagram, pointing out implementation code of partial functions of system, and finally we tested the system as a whole, implementing the information collection and processing system.The system used B/S architecture, and used J2EE-based SSH framework to design the overall framework of system. On the basis of the system architecture, we designed program structure of each functional module, integrating the system function modules and using SQL Server2008as the database server. It implemented functional modules including report management, data collection and processing, data query, information exchange and system management and others, implementing the information integrating with data collection, data processing, data query and data summarization, providing an electronic platform for Tai’an Municipal Bureau of Statistics to do information collection and processing.The information collection and processing system of Tai’an Municipal Bureau of Statistics implemented the standardized description of statistical reports in XML way, the system function is complete, simple and practical, safe and efficient, and is able to meet various statistical needs. The system also provide a general data processing functions and provide a complete solution for each department to do business statistics. The system implement standardized statistical reports data processing system, improving the speed and quality of the statistical data reporting, highlighting the timeliness of the collection.
