Earthquake monitoring and prediction is the basis of seismic disaster monitoring and defense. The temporal and spatial evolution information of geophysical field and geochemistry providing basic data for earthquake prediction study. Meanwhile the information serves the earth science research and social economic construction and national defense construction. Since the ninth Five-Year plan and the tenth Five-Year plan, the infrastructure of earthquake prevention and disaster reduction is improved. The earthquake prevention and disaster reduction capability of our station is promoted.Presently, all the precursory data produced by seismic stations throughout our country are unified managed through Precursory Network Data Management System. To improve the quality of precursory data, we developed the Precursory Daily Operation Quality Monitoring System. The system contrapose precursory station’s daily work, serves earthquake prediction research and other scientific research by improving the quality of precursory station’s firsthand observation data. The system provides powerful support for earthquake prevention and disaster reduction and other social applications.The system is designed by three layers, application layer, interface layer and resource layer. The function and implementation pattern is designed according to the operation requirement of profession user in a seismic station. The operation management detailed rules and assessment and evaluation methods of the Precursory Network Center and the Precursory Subject Management Group are also considered. The system adopt C/S architecture. SUSE Linux system operates on the server computer. Database is Oracle lOg. Such design guaranteed the uniform development platform, uniform operation platform and uniform interface with the Precursory Network Data Management SystemThis article discussed the development background and research status of the system. The UML modeling is adopted after analysis of station user’s routine process and system demands. The overall architecture and data architecture and function architecture are determined by preliminary design of the system. The static block diagrams, dynamic block diagrams, database, professional algorithm and report display are coding realized separately and tested synthetically.The system is operating at Taian Fiducial Seismic Station and Tancheng Malingshan Seismic Station etc. Some function modules are popularized and applied to National Geomagnetism Network. The system is simple and convenient to operate. It guaranteed the precision of preprocessed data and the quality of observation data. The work efficiency and data assessment and evaluation grade could be improved by using the system. It guaranteed the data quality for scientific research.
