Intelligent form system provides a new management method for data collection oftax management information system, which aims to help the tax department report taxdata through the network and monitor the quality of the data. However, there areexisting many serious problems in most of those intelligent form systems based ontraditional structure, such as poor expansibility, bad interoperability, badaccommodating and so on.Service oriented architecture (SOA) has the characters of loose coupling, servicesharing and basing on standards etc. Intelligent form system which uses SOA maysolve the problems of system flexibility, interconnectivity, reusing and easyexpansibility etc. To realize the scheme, we should address the two problems ofelectronic forms and business systems integration. At present, there are some defects inthe aspects of business agility and adaptability for form customization tools. Mainlyreflected in the following areas: data and form style are blinded which result theapplication can’t extend and integrate, code of background are difficult to maintain andmanage, tax forms exist on the data format requirements, and there is a complex logicbetween data of single form and multiple form. In response to the challenges posedabove, this thesis uses the technology of intelligent electronic form, collects thetax-related data and check the business in accordance with tax rules based on existingelectronic forms technology. Then, the data directly submitted to the back of theheterogeneous business systems, which can improve the lateral coverage of tax-relateddata and the vertical level of tax audit basic data, providing a scalable, easy tocustomize and easy integration with other tax business systems platform.The thesis proposes a model for tax management information system based onservice oriented architecture, describes and analyses the architecture of this system indetail.Then, the thesis analyzes and solves intelligent form involved in some of thekey issues: electronic form user input validation, electronic form data mapping andbusiness data objects, tax definition and validation of business logic engine,heterogeneous system integration and so on. We give the components, servicesinterface design and some implementation. Finally, by using intelligent form and SOA,we design and implement a tax information System.The thesis implements a intelligent form system which not only realizes the intelligent form design based on user-driven, but also decreases the difficulty and costof data management in tax department largely, and takes a good foundation work forrealizing decision-making in tax department. Further, it may increase the businessagility and realizing efficiency of tax department, decrease the development cost of taxmanagement system by integrate the inner resource among tax departments.
