With the urgent need for economic and social development and increasing levels of computer applications, E-government process is accelerating. Most of the local governments have opened their own web site and part government functions have been completed on the Internet. These measures facilitate public inquires, promote the government information publicity and timeliness, and improve the efficiency of the government.This dissertation is based on the SOA technology which is efficient, flexible, agile development of information systems to meet changing business needs. Combing with the current status of online approval system of the Hainan Provincial Development and Reform Commission, using information system methodology and network design theory, according to the software engineering idea to design SOA. model. We use information technology to achieve the system. The main contents are as follows:1. According to the actual situation of the Hainan Provincial Development and Reform Commission, analyzing the needs of online approval system and system development process. In accordance with the software engineering idea, we finish system’s design and development which is based on SOA.2. The feasibility of this system is analyzed and the function modules are designed by UML.3. The present structure of a multi-tiered system of performance layer, business logic layer, data services layer are analyzed. The key technical issues about using SOA technology to develop bilingual education evaluate system are solved.4. The operation of the system is tested by an example of online approval system of the Hainan Provincial Development and Reform Commission.
