The traditional manual operation mode has been increasingly unable to meet the needs of management. The traditional manuscript transceiver and manuscript approval editorial work, as well as journal articles archive management work is usually done manually by the staff, this work is not only a waste of a lot of manpower, material and financial resources, but also not conducive to the improvement of the work efficiency and management level. Journal of teaching and management is approved by the People’s Republic of China Press and Publication public offering basic education journals, now it becomes the national core journals of China. To this end, we need to design and implement the manuscript management system for magazine.This design uses Visual Studio.Net application as an integrated development environment. We use the C#programming language and SQL server2005as a back-end databases and also uses the ADO.NET database connection technology and.net Web Form technology to design the journal articles management system based on Web. In the system design and implementation process, it uses UML modeling technology nicely describes the system, at the same time it also provides a convenient for manuscript management of the entire development process management. At the system’s each level, object-oriented design patterns are used, and this increased system flexibility and scalability as well as in favor of software reuse, improved the effectiveness and efficiency of software development. In the design process, we also takes into account the security and confidentiality issues, decides the security solutions.The core modules of the system include:contributor module, edit module, editor module, experts module and administrator module. Through the connections between above modules, the system enables user registration and login, manuscript upload and download, edit and manage manuscript, assign examine and approve expert, publish system’s Information, peer review and check draft, maintenance of personal information, system maintenance for administrator, makes the management of periodicals fully networked.The designed and achieved manuscript management system can allow readers find the articles easily and also can use the Internet to promote journals. It has a lot of advantages and development potential compared with traditional books or periodicals; it will not need to use the traditional post between the contributors and the editorial department to deliver the manuscript contributions. Meanwhile, full range of network management of proofreading, editing and publishing freed people from geographically, and also greatly improved the receiving speed.
