Recently, with the rapid development of information technology, the level of office information in many administrations and enterprises has greatly improved. Accordingly, work efficiency has been making better. The office information system can provide a nice platform to improve the efficiency of daily routines, regular business process and share information resources. As a special power and functional department, the public security affords the responsibility of safeguarding national security and social stability, but also need to improve work efficiency using effective information platform to achieve the sustainable development.On the requirement of the department, this paper proposes a relevant information system design and successfully achieves to manage the document modernly, store information and retrieve historical database, through adopting network technology and database technology. In this paper, the main work of the study was to design and implement an office information system. First of all, the history and evolution of information system was introduced and the significant construction was also described in detail. Then, based on the theories of software engineering, module design and software development, a new method was proposed to construct the information system, which made used of the BS architecture and Flex, Spring and Hibernate framework. After that, the system on software requirement was analyzed. This paper divided daily routine of police department into some modules and described the function details of each module, and then implemented each functional module. Finally, the study was summarized and a plan was made for next work according to the development experience.
