In21st Century, the evolution of computer and network technology has beenimproved to a wireless technology and the3G telecommunications network technology.Once again, the mobility of Internet breaks the human initiative. The informationtechnology sophistication with the government’s provisioning, the public can access tothe Internet Web-sites and engage in related work, anytime, anywhere. All of theseportable mobile devices can improve intelligence operations into a light equipment,and allow people to carry out easier retrieving data on their jobs.Scientific publishing is one of the key phases of research circle. Researchers readarticles, create ideas, pubish recults and share the work, so that it makes progressduring their daily life. In this case, scientific publishing platform effects a lot on theefficiency and effectiveness of knowledge dissemination. However, the existingscientific publishing tools still stand behind the development of Web technology.Increasingly, the “Online publishing platform” and “Online learning platform”have being taken seriously and development with the Cloud technologies which canreduce the cost of many devices and time. Therefore, to provide a wider range ofapplications with combining the wireless network with the technology ofcloud-computimg and e-learning integration is a necessary work. This thesis providesthe technologiers as a premise for the students to develop a portable online systemwhich focus on cloud computing and portable mobile devices. Further more, this thesispoints the differences between traditional publishing methods and real-time publishingsystem for technology learning. This thesis uses MS-Windows, Linux, Apple iOS(iPad/iPhone) for network publishment.
