As a comprehensive economic, technical index, power network line loss represents the rationality of network structure and operation, but also the technology and management ability of power companies. In favor of finding the main factors and trend of loss and improving the management of line loss, convenient and effective line loss calculation and analysis method reduce line loss and impel the operation of the whole power economy effectively.Geographic Information System (GIS) is a product of computer technology and information technology’s using and developing in geography. With the rapid development of network technology, Web technology and GIS technology connect with each other close to form Web Geographic Information System (WebGIS), whose application in power system enhances the visualization of power data sharing and information management.This paper researches the graphical management system by connecting WebGIS with power network line loss management, and in deep level, it studies and discusses the entire design idea, architecture, data model and technical means of line loss management system under WebGIS technology based on B/S model, forms a complete technology program and makes specific practice and exploration of key technology.Firstly, the thesis discusses the importance and the practical significance of power network line loss system researching and inventing and the present development of line loss management, then explains the relevant concepts of WebGIS, shows the open geographic information standard and the interoperability specification made by OGC international organization in detail, and introduces the related platforms and tools of achieving WebGIS. Secondly, it deep analyses line loss management system, proposes the goals, and makes an overall design according to the features of WebGIS system and the business functions of power companies. Thirdly, according to the requirement and principle of the overall design, it constructs the system database, expounds the methods and process of system graphic management model, and discusses the achieving ways and procedure of practical line loss calculation and theoretical line loss calculation by using average current mode respectively. The paper puts forward the technical program of achieving power network line loss management based on WebGIS, which uses GeoServer as GIS server, makes spatial data model on PostGIS platform, uses OpenLayers and DWR to complete the business exploitation of presentation layer and uses JavaBean to complete backstage business functions. The whole program not only achieves the normal functions of GIS, but also integrates power system line loss management functions, completely meeting the needs of system. Besides so, this program can make Oracle as a non-spatial data model. And all its system functions adopt the platform and tools of open source, which greatly reduces the cost of researching and inventing and strengthens the extending ability of system. This is also a feature of the program.
