With the development of social economy, networking technology has graduallycome into the application of intelligent transportation system. As a key factor in theintelligent transportation system, license plate recognition is the trend of developmentcombined with networking technology in the future. At the same time the mobileterminal intelligent mobile phone products with a built-in Camera has been used widely,which makes it easier for people to capture illegal vehicle images. Mobile phone systemwill automatically send messages to the management platform, then the applicationsystem can through the way of web service interact with platform. Based on intensivestudy to the license plate recognition system of license plate location, charactersegmentation and character recognition, a complete license plate recognition systembased on mobile phone is proposed in this paper. The main contents are as follows:1. According to the practical application of mobile terminal equipment, and havingsufficient consideration of the limited hardware resources of mobile phone, an effectivelicense plate location algorithm based on the edge and connected domain contour isproposed. In order to solve the problem of the scale of the image, the multi-scaleanalysis theory is proposed.2. Combining with character transcendental information, the method of verticalprojection is used to divide the characters of license plate.3. In view of the shortage of low recognition rate in Chinese license platecharacter recognition,this paper has done an in depth study on license plate Chinesecharacter recognition, the4-direction features of Chinese character are extracted byfour kinds of elastic mesh construction method. The last minimum distance classifier isused for classification and identification. Experimental results have verified thediagonal elastic mesh’s validity. Finally this paper has implemented a complete licenseplate recognition system based on mobile phone.
