License Plate Recognition (License Plate Recognition, LPR) system is an importantpart in modern intelligent transportation system. It contains many technology includeimage processing, pattern recognition, automatization and so on, was widely applied inpractice. This paper briefly introduces the license plate location, character segmentationand lucubrates blurred image restoration, character recognition. Adopting the algorithmof Principal Component Analysis(PCA),the paper achieves the license plate characterrecognition and has been achieved good results.The paper researches the blurred license plate image restoration problem, and thenthoroughly discusses how to determine the parameter of blurred image, remove the ringeffect and filter. Through a lot of testing, the paper adopts restoring algorithm has goodeffect.Using coarse grid process the region of candidate, the paper removes the wrongplate region. Calculating the number of jumping can be applied to remove license plateframe and rivets. Through the analysis of PCA deal with the character, we can acquirethe feature vector.Then recognize the character through the PCA method on two levelslow energy and high energy and acquire the character. By test and analysis, thealgorithm on vehicle license plate recognition using PCA have high recognition rate.
