With the development of science and social society, the computer is widely usedinpeople’s daily life, production and work. In local power enterprise, the paperless andone-stop way ofdata managementwhich used to solve the problem,like the digital datasummary, drawings saving and updating, and statements of material generated ondemand and other issuesinthe day-to-day operations. It is highly important that howtodesign and implementthe data management system of local power enterprise via theperspective of local government.The thesis introduced some new characteristics ofthe Microsoft SQL Server2005,included the Windows Server2003main advantages and technology, demonstrated thechoice of server operating system; compared the Microsoft.NET platform to SUNplatform J2EE, make a choice on the.NET platform as a performance appraisal systemdevelopment platform edge. The comparison and analysis of VB.NET, C#, JAVAlanguageproved the choice. This paper also analyses the demand of the system, thispaper introduces the data management module of the system design and database design,which describes the system database, database connection, the main interface of therelevant code. Finally introduced to the system test process, the test result of reactionThe thesis contained six editions those are user management, authoritymanagement module, data management module, management module, the textengineering drawings management module, query module and output module, systemoperation log module. It is able to search the user’s name, sex, nationality, date of birth,and other information; allocated and managed users on the system operation; managedall types of unified data managementin the power system; managed the original text filein the power system; managed all the drawings; all the data on the system query andoutput function.The innovation of this thesis is using the C/S architecture, usedtheRemotingdistributed technology, reducedtherequirementsof computer hardware and software.Dueto the details of the system, it needs to be further studied.
