Transportation is the basis of the national economy, but with the development of the economy and the rapid increase in the number of vehicles, traffic jam is becoming an more and more important problem. Developing an efficient and general purpose intelligent transportation systems is very useful to alleviate the existing traffic problems. In this paper, combined with existing monitoring and intelligent map technology, we built a platform for real-time vehicle monitoring and dispatching.First, with the analysis of existing intelligent transportation systems and the research of current status of transport in China, we determine the functional requirements and performance requirements of our monitoring platform, and design the system architecture from the perspective of software engineering.Second, we study the method to get atlas of traffic flow, and explained the traffic flow theoretical models and map-matching algorithm which is now widely used. Base on the analysis of the traffic flow, distance, mean velocity and other parameters under the roads of different level, we use the real-time vehicle speed, time, location and other parameters to complete the data simulation and calculate the dynamic traffic flow.Third, we test the system under specified requirements analysis. We analyze the typical problems occurred in the testing process, give solutions, and analyze the feasibility of the solutions. Through the functional testing and performance testing, we prove that the monitoring platform meet the requirements in features, performance and scalability.Last, we conclude the paper and point out the problem needed to improve in the future work.
