It is a problem for utilities to collect charges, such as electricity charge, water charge, heating charge, etc. Besides, the complicated activation flow of mobile phone card also troubles utilities. However, the key of solve these problems is to add new channels to activation and payment. Currently, the main channels of enterprises are business halls, cooperation banks, and the main channels of activation are business halls, agents companies and so on. Based on the high requirement to quality of service, these service models of enterprises have much limitation. There, the actual performance of these models is not satisfying.For the above problems, a convenient service platform based on SMS and Web is designed and implemented in this thesis. With the communication platform of GSM and Internet networks, the activation and the payment business are processed via two ways of SMS and Web. In the interaction process of data collection terminal and services platform, the uplink and downlink communication protocols are designed to enhance the security of service. The service platform consists of three modules. Module of integrated business receiving of Web platform is responsible for realizing the process of activation and payment business through the Web way. In addition, it is also responsible to inquire and print the transactions situation of businesses in real-time. Module of SMS receiving is responsible for communicating with data collecting terminal to deal with businesses through the SMS way. Module of call center is responsible for parsing, displaying, processing and replying the short messages in business data table.Firstly, the thesis elaborates the presentation and purpose of the subject, development background and the significance of the subject, then introduces the technologies about Ajax local refresh and the related study of SMS platform. Based on the platform’s analysis, the design of platform’s general architecture, communication protocols and each functional module is described, and then the specific implementations, in the form of text and flow chart, for each module of the platform are described in detail. Finally, the thesis gives the platform’s testing results, which meets the system requirements and reaches the desired effect.
