SON (Self-Organized Network) is widely considered as an efficient way to solve the problems of future networks management and maintenance, fully support the multi-networks co-existence, increase the networks’quality of service and sharply decrease the cost of networks operation.As one of the most important use case of3GPP LTE SON, MLB (Mobility Load Balancing) increases the resource utility, throughput and flexibility of the system through providing the resource which is not used to some overloaded cells. The basic implementation of MLB is gradually adjusting the load difference among cells to make the cell capacity and service demand match by auto tuning the mobility parameters.This paper first overviews the present research of MLB and introduces the relative preliminary knowledge, including X2interface used for load information exchanging, physicl resource block definition and the typical application scenario of MLB, etc, Then in order to restrain the effect of Ping-Pong load transferring, we propose an optimized MLB algorithm based on the hidden cell information we defined. Further-more, another novel load balancing strategy called LLB (Local-area Load Balance) is proposed, whose basic idea is to balance the load in a given local area so as to take a large majority of cells far from the load balancing threshold, consequently the average blocking probability of the system will be lower than other load balancing mechanisms do. It is a process of load redistribution, not just offloading. Then, we work out a game theory based scheme to realize LLB, including the model designing and realization process, etc. Subsequently, aiming at the defects of the model, we design an improved model. Finally, we simulate and analyze the influence to the system performance from adopting LLB and MLB strategy with or without taking hidden cell information into consideration respectively; meanwhile we illustrate the defect of our schemes and the improving direction.
