Along with the construction of government information systems, the informationinconsistency among departments becomes the main barrier to the development of theinformatization construction. The information isolated island also leads to a huge waste ofhuman and material resource. In order to adapt to the upgrading of management functionrequirements, modern E-government provides real-time information exchange which maysolve the problem.In the context of the new Guidance of Shanghai E-Government Development, whichrequires to improve the efficiency of examination and approval and to simplify the businessprocess. According to the Measure of Shanghai Parallel Approval System, based on thebusiness characteristics of Shanghai Organization Code Center as a parallel examination andapproval department, this paper makes a research on the key technology of Service-OrientedArchitecture (SOA). This Parallel Examination and Approval Platform is based on SOA,combined with various data services by definitions of interface and contract. We designed thecall mode between the application system and access adapter by front database, standardXML file format and WebService, etc. We also designed the business process such asinformation collection, copy, sign, material prejudication, material supplement, acceptance,review decision and license applications, and we definited the structure and address of databoth on the front database and the organization code management system database. TheSystem actualized the interactive applications such as information distribution, examinationresult feedback and business data sharing between Shanghai Organization Code CenterOperation System and the online platform of Shanghai Parallel Approval for DomesticEnterprises Set-up.During the system jointdebugging and testing of Shanghai Parallel Approval for Domestic Enterprises Set-up, we worked together with the Online Administrative ApprovalPlatform, the operation system of Shanghai Administration for Industry and Commerce, theoperation system of Shanghai administration of quality and technology supervision and theoperation system of Shanghai Municipal Bureau of Local Taxation. We solved the problem ofrepetitive data-input among departments. The system had been released to the production line.The system realized the data connection between the business data of the Shanghaiorganization code management system and the platform of Shanghai Parallel Approval forDomestic Enterprises Set-up. It also realized online public guide, online application, onlinestatus query, information collection, approval and business data multiparty sharing. Thesystem meets the aim of construnction, and optimizes the business process, improves thesupervision and service level of E-government, and shortens the issue cycle of organizationcode certificate. It provides basic guarantee to further promote of the ShanghaiAdministrative Approval Service.
