In this thesis, the research direction is the wind speed of the sea. As one of theoceanography important parameters, the wind has directly related with the movement ofthe sea. Since1990s,a series of space-borne sensor have launched successfully and getinto operation made the study of wind speed get deeper. In this paper, we used the Monte-Carlo method with the rough surface’s statisticalparameters to establish the2D and3D random rough surface. All of these were realizedusing Matlab programs. The3D simulation used one of the spectrums in order to getmore real and more close to the actual rough sea surfaces.Using the method of discretization on the Maxwell’s equations, we concluded thebasic equations of FDTD method. Then using this method with the periodic boundaryconditions to set up the PM random rough surface’s scattering parameters calculation. The results proved the feasibility and validity of this method in the surfaceelectromagnetic scattering problems. In our daily research of sea wind speed, some sea parameters are needed like thebackscatter coefficient. While the pointing error of the altimeter could cause the basis ofthese sea parameters. For this reason, we had a study of the pointing error inversion to seehow the mispointing influenced the altimeter data. Finally analysed and compared with the proposed algorithmes, we found that theinversion of the sea wind speed not only need the scattering coefficient, but thesignificant wave height and pointing error are also needed. Then we can let the inversionof the wind speed more accurately. Being considered about the effect of wave states onthe wind speed retrieval, in this paper an improved analytical algorithm was proposedbased on a four-layer dielectric model and the incident-reflected wave theory. The work of this dissertation has the function of reference for the future researchwork of the sea wind speed. For it researched the relationship between both windspeed&backscatter coefficient and wind speed&significant wave height.
