With the development of mining industry, Mine accidents have occurred from time to time. The mine safety, especially of the personal safety has become a difficulty to the mine production safety as well as social safety incidents. Mining rescue command talkback and broadcasting system is an important part of the mine safety. It will strengthen mine safety production monitoring capabilities, improve the efficiency of mine production management, and ensure the communication working smoothly.According to the needs of mine safety communication, the broadcast talkback technology development and the practical significance of the mine communication system are briefly described in the paper.We find a suitable way for the mine safety communication-network voice communication technology, through the various widely used radio communications technology and according to mine voice communication environment. In this part, we give a main idea of the general research and design method.The mine intrinsically safe equipment is studied in this paper, and the mining safety equipment general design methods and technical requirements is introduced. Based on the mine intrinsically safe equipment standard research, it give the intrinsically safe design basic requirements of talkback broadcasting system, and the way to build intrinsically safe mining talkback broadcasting system.The industrial control computer is used in the system as master station on the ground, and the ARM embedded module is used as the talkback terminal. Ethernet technology is used for voice signal transmission. The optical fiber is used as main lines and the shield twisted pair is used as the branch lines. The system can be expanded to other field bus for low rate, long distance voice transmission. In order to reduce voice communications resources occupied on the Ethernet, and to adapt to the low rate of fieldbus for voice transmission, the system needs to compress the voice signal and transmission. In this paper, a variety of popular speech compression algorithm is discussed and research. The characteristics of voice compression algorithms and related experiments are compared in this paper, and then obtained a suitable scheme for computer master station and ARM terminal to realize real-time voice transmission compression. The ARM embedded system design and development process are explained in detail. The Samsung’s S3C2440A chip is adopted as a module-core processor for ARM embedded module. The terminal hardware design is mainly about network communication interface and voice audio interface. The software design of the talkback broadcasting system is the executable program design of master station computer and software design of ARM embedded module.After debugging and testing, the functions of the mine talkback broadcast system are brought about. The voice communication is clear and has achieved the low-rate speech transmission. The system is security and stability.
