With the development of maritime trade, maritime traffic safety has become a seriousproblem. When disaster occurs, if it is not disposed properly, it will cause a great loss of livesand property and bring the negative influence in the international community. Thus science todeal with emergencies at sea is imperative. After the marine disaster occurs, we should makequickly a scientific and reasonable search and rescue plan and send timely search and rescuepower to rescue. Fast decision of the search and rescue operations is one of the key factorswhich determine the success of the search and rescue. Reasonable distribution of search andrescue resources to carry out a rescue is crucial for success. The existing task allocationmethods are labor distribution based on traditional experience, so it is difficult to make ascientific and reasonable plan. With the development of the distributed artificial intelligentMulti-Agent technology, it offers scientific theory to solve this problem. The paper dedplystudies the task allocation problem of maritime search and rescue task allocation problemunder Multi-Agent collaboration environment. Based on the systemic analysis of Researchstatus of China’s maritime search and rescue work, we propose the task allocation model ofmaritime search and rescue based on extended contract net protocol and establish the decisionsupport system of the task allocation of maritime search and rescue.Firstly, the paper introduces the development of Mulit-Agent technology in the field ofartificial intelligence, studied systematically Multi-Agent technology from the definition,characteristics and the structure of the system, and elaborated the cooperation principle ofMulti-Agent system. On this basis, the paper selects contract net protocol based onMulti-Agent system as the task allocation model of maritime search and rescue.Secondly, the paper analyzes the many inadequacies of traditional contract net protocolin the bidding scope and communication and puts forward the improved contract net protocolfrom limiting the bidding scope, setting time limit of bidding, introducing trust level and soon. Based on the characteristics of maritime search and rescue task allocation problem, weadopt formalization description to the problem and give the problem solving ideas.Then, the paper establishes task allocation model of the maritime search and rescuebased on the extended contract net protocol and puts forward bidding announcement based onthe acquaintance’s trusts of the task, bidding based on self-adaptation, bidding evaluationbased on fuzzy synthetic evaluation application in sea on a search and rescue task allocation.According to the characteristics of the contract net protocol, we propose conflict processing mechanism of the management-bidder protocol and bidder-bidder protocol. It effectivelysolves the problem of incomplete information on the task allocation process and describes therelated algorithm flow.Finally, the maritime search and rescue task allocation simulation system is developedusing JADE Multi-Agent development platform in the Java language environment. Thedevelopment of prototype system is verified that based on the extended contract net protocolimplementation of maritime search and rescue task allocation is feasible and effective.
