With the development of Open Access (OA for short), OA has become a trend in academic publishing. The Citation rate and impact factor of OA are getting closer to the traditional journal. It’s becoming more difficult for user to obtain the articles with the increasingly large number of OA journal resources. According to the survey, there are several unified access platform of OA journal resources, such as DOAJ, Open J-Gate and Socolar, etc. Most of them only provide limited retrieval services, several of them provide full text retrieval but limited by network elements.For the users obtaining the OA journal articles more convenient, this paper propose a method which constructs the OA journal resources database in a co-construction and sharing way. And with the full-text retrieval technology, it can offer the users full-text retrieval service based on local OA journals resources database.Firstly, this paper introduced and concluded the development and current status of OA journal resources access platform at home and abroad. After comparision and analysis, we proposed the supposition of co-construction and sharing in constructing local OA journal resources database, which settled the research target and implementation methods.Secondly, we introduced the related technology background. Based on analyzing the theory, according to the demand of co-construction and sharing, we analyzed and studied users’requirements. We proposed the idea, principle and target and made the framework of system, composition, function and disposition for the platform. After that, we made the detailed design of the three subsystems separately. They were the full text retrieval access platform, articles metadata collecting based on OAI protocol subsystem and the data importing and checking subsystem. During the development, we solved several key technologies, which including full-text retrieval based on Lucene.NET, metadata collection based on OAI protocol and documents downloading in multithreading.In the end, based on the co-construction and sharing platform, we concluded a set of methods in roles of journals management and constructing OA resources database as co-construction and sharing after we tried a long period. Under the guidance of these methods, we collected three kinds of subjects separately. They were agriculture, biology and chemistry. We collected127OA journals, which including30869metadata and21,612articles. In the evaluation of full-text retrieval access platform, the result was satisfactory in efficiency and quality test and the other service had already been reached to expected levels.
