With the wide range commercial applications of web services, more and more services are available on the network. Some services have the same functional properties, and quality of service (QoS) becomes the key to win customers. In the dynamic process, existing application framework is difficult to ensure the real-time accuracy of QoS. This Paper focuses on how to ensure real-time and accuracy of QoS.It provides QoS description model based on accessed type, and create Dynamic QoS Description Language (DQ-WSDL). QoS description model describes three types QoS:web service providers QoS, running QoS and user feedback QoS. Based on this model, the WSDL is extensioned to the DQ-WSDL. DQ-WSDL defines the dynamic QoS collection rules, which apply to any kinds of QoS, eliminate the adverse effects of web services context between interactions, and describe detailed user feedback QoS. Each QoS elements can be evaluated by user, more conducive for selecting services.Existing frameworks only conside static QoS and static operating environment, thus can’t provide high-quality web services. Based on the existing web services framework, it creates dynamic QoS management model to provide real-time, accurate QoS information. The model is divided into three levels, physical layer, quantified layer and user layer, which are responsible for QoS dynamic collection, quantification and update, user feedback.Simulation results show that the dynamic QoS management model improve the success rate of services application.
