ISO-10646(GB-13000) of the Mongol International Standard Code (MISC) waspassed in the year of2000, which set a standard for Mongol characters and codes. Theinformation processing technology of the ethnic languages and their characters hasmade great progress in China, while it needs improving and perfecting. Thecompatibility of all these languages and characters needs to be achieved fornormalization, standardization and popularization. The thesis is one of the firstexplorations of Mongol information processing under the merging-style circumstances. The project of the merging-style Mongol-Chinese e-dictionary includes: theconstruction of Mongol-Chinese e-entry bank, the construction of Mongol standard-pronunciation stock, the program design and data base exploration of the Mongol-Chinese e-dictionary, the program exploration of grabbing words from the screen, theproduct plan and promotion of the Mongol-Chinese e-dictionary, and the like. There are two key problems this paper has successfully solved.First, it has solved the problem of indexing with B+Tree method. Although B+Tree method has taken shape, it is still very difficult to be employed to solve practicalproblems. In this paper, B+Tree method is used to settle the problem of indexing.Second, it has put forward a new way of referring to Mongol-script data:mini-grapheme way. The new way raises a possibility to refer to Mongol charactersaccording to graphemes, which has solved the long-standing inconveniences caused bythe characteristics of the Mongol script, among which there are many words share onesame written form, and sometimes one word has a couple of forms.Mongol information inquiry has been a nut in information processing. In MISC,approved by Unicode Committee, there are35letters,8vowel letters and27consonantletters. The Mongol International Standard Code applies to Mongol, Tod, Sibo, Manchuand the Ali Gali letters used to transcribe Tibetan and Sanskrit script. But MISC appliesto the “nominal characters” not to the “appearing characters” or the forced compoundcharacters. The most letters in Mongol, Tod, Sibo and Manchu have their variationswhen they are put in the different positions (beginning, middle or end) of a word, which we call “varied appearing characters”. There are many such kind of characters inMongol which has the same written forms but with different pronunciations. The result of this project is software product. After the research and explorationwork is over, the scientific and technological achievements will be submitted forappraisal.
