As an important carrier of scientific research and information dissemination, papers is a part of scientific and technology working and knowledge innovation project. Paper evaluation is an essential part of scientific research, it is also an important and critical stage of evaluating and recognizing scientific research. The papers evaluation results are objective and fair or not, directly affect the healthy development of scientific enterprise. With the popularity of the network and rapid development of network technology, computer network technology in the paper submission and management and editing is increasingly widespread, current paper evaluation system already has perfect processes such as paper submission and evaluation, but now the way of information interaction is evolving, people often need real-time access to data anytime and anywhere, achieving good human-computer interaction and make people enjoy initiative system service is the future development direction of existing system.This paper firstly introduces the concept, feature and architecture of Pervasive Computing, then the functional modules of the conference paper evaluation system, it focuses on the research and realization of conference paper evaluation system under Pervasive Computing, and it designs a multi-tier architecture combined wireless and wired data communication based on the traditional paper evaluation system. It has mainly achieved these features such as paper submission online, mobile query, paper review and user information management, completing paper submission, review, modifying and recruitment tightly surrounding paper management.This system uses JSP pages and MIDP program to show man-machine interfaces, the database is SQL SERVER2000and Tomcat as Web application server. Mobile application is completed by J2ME technology. and the simulation environment is Java Wireless Toolkit provided by ORACLE Corporation, it stores the basic information of paper in XML format, thus providing ubiquitous and transparent services centered by users, the author can use mobile computing devices to connect to Internet for remote data access anytime and anywhere. Network server application is completed by J2EE technology, the integrated development environment is MyEclipse. It achieves online paper submission, review, modifying and acceptance, and combines wireless and wired communication. This paper presents evaluation decision-making module, and the development environment is visual studio2005. It takes the initiative to tap the potential information value by machine learning technology, and makes a decision tree that can predict paper recruitment by using the existing evaluation result data as training sample, taking three kinds of standards of property selection(information gain, gain ratio and Gini index) to compare their advantages and disadvantages. The evaluation decision-making module has good prediction effect of paper recruitment, and adapts the dynamic change with the continuous increase of evaluation result data, this will help authors revise their papers and accelerate the paper evaluation process.
