With the increasing of people’s communication between each other, the telecommunication service providers keep on building the communication equipment room, base stations and other communication facilities, this caused the energy consumption growing rapidly. Energy saving and emission reduction work should be done to reduce energy consumption. In order to ensure the energy saving work is useful, every site’s energy consumption needs to be collected and tracked, so optimization measures can be developed. Therefore, a power management system should be designed to collect energy data, send it, store it and analyze it.This paper analyzed the telecommunication service providers’ needs and designed a power management system. Completed the collection of energy data, including AC voltage RMS value, current RMS value, active power, reactive power, power factor, active energy, reactive energy; DC voltage, current, power and energy. Completed data protocol conversion, data encryption and data transmission, there are three kinds of communication links can transfer data including Ethernet, GPRS and El.The system uses collectors, gateways and servers to form a three layers network structure. The collectors complete the conversion of electrical signals, the calculation of electrical parameters and the transmission of the data to gateways. The collector using an AVR microcontroller as the main controller to reduce costs and improve stability. The gateway receives the data that be uploaded by collectors, and parse it, store it, re-package it, encryption it, and then upload it to the top database. The gateway use an ARM processor as a main controller, use a LCD screen and a touch screen to communicate with the user, set the initial parameters and display the system status. This thesis complete the collector’s and the gateway’s design work including hardware and software. The work about hardware including design analog circuit, PCB layout, design the8layers PCB board and design DDR SDRAM high-speed bus circuit. The software work including develop algorithm code and control code and design the gateway’s GUI.Finally, the thesis tests the power management system and record the measured data. The data show that this system has a stable operation with high precision, able to fully meet the design requirements.
