Research And Realization Of Construction Land Dynamic Supervising System

Land is a scarce resource for human survival and development. The important task in the current land resource management is improving the level of land intensive use, protect farmland and control the non-agricultural construction land. Now, information technological and management integration quickly, requirement of the land resource refinement management is improving continuously. The existing work is difficult to adapt to the full supervising of land resource development, utilization and protection, it is difficult to adapt to the rapid response of land resource decision-making services too. Thus, researching the mode for construction land dynamic supervision and developing the application system is an urgent mission.This paper analyzed the construction land management business and its information of key technology in the land and resources management department of prefecture-level city, researched the content and technology of construction land dynamic supervision. Eventually, developed and realized the application system. Details were as follows:1. Analyzed the connotation of construction land management. Started from the basic theory of construction land management, introduced the business and policies of every management phase of the construction land, such as reply, expropriation, supply and utilization. This work could lay a theoretical foundation for the subsequent dynamic supervision content research and technology implementation.2. Introduced some important technology on informatization of land supervision. Construction land dynamic supervision involves multiple business modules of construction land management, it needs integrated attribute and spatial data. This paper according to the needs of construction land dynamic supervision business informatization, gave a brief introduction to the key technical.3. Researched the contents of construction land dynamical supervision. On the basis of the previous two items, to carry out the following three studies, namely, the construction land dynamic supervision content, including:supervision content of land expropriation, land supply, land utilization and integrated the three; the working mechanism, include:record the core information of construction project, technology enforcement and supervision; data quality assurance system.4. Defined data organization according to the form of business data, determined how to store the spatial and attribute data, devised logical and physical structure of the database.6. Technical practice of the construction land dynamic supervision. Built up the database include land reply, land expropriation, land supply, land utilization and some auxiliary data. To carry out the technical practice of construction land supervision. Realized the supervision of construction land and the real-time monitoring on land acquisition rate, land supply rate, land utilization rate.Based on this study, developed and deployed the Wuhan City construction land dynamic supervision system. The system had been used in land enforcement, land asset management and land use performance assessment, to provide accurate, standardized and convenient information services for some related works.
