With the development of network technology, education industry also accelerated the pace of digitization, especially demand of digital campus in online education in recent years have become important. However, the development of the Internet also brings a new, increasingly prominent educational resources information security issues with the convenience to the people:how to effectively prevent unauthorized users from inappropriate operation of educational resources;how to filter the sensitive resources in the field of education.Traditional information security technology only can ensure the secure transmission of information, but not validate content of resources which is harmful to the management of education resources, and is necessary to strengthen the supervision of shared resources. Therefore,Combing with analysis the content of resources based-Ontology and network information security, which is more effective way to solve the problems. The content of this design in this paper is to establish the privilege management model based on ontology, which is used for access control management to user entering the education field;to establish the content security analysis of education resources model based on ontology, and its function is to establish the the inherent relationship of the content of the information,to establish the domain ontology model,to realize the validation for information content by the inference of domain ontology and vocabulary database so as to filter out sensitive resources and maintain the security of the contents of the resource and provide users with a more secure information services. Finally, under the methodology of software engineering, the education resources security domain ontology is developed based on OWL-language.
