During the appraisal, it may help programmers detect some defects those they cannot find, and also can avoid much more loss. In sum, it is a best practice to import the peer review.This system used in Tomsons Reuters is a Software Process Improvement-Review&Inspection Tool (SPIRIT for short). The aim of the system is to supply an online platform for the employees to submit and review materials. The leader of every department also can fetch statistical data of the review and know about the quality and efficiency of the review process. This system, with its all features were implemented well, is also focused on improving the beauty and use of ease of the web page and optimizing the process of review and business logic.This system has been in use from2011.11.This tool is a web system and mainly uses JavaEE related techniques to implement. This system adopt MVC pattern. In view layer, ExtJs is used to design web page, which is much more beautiful and easy to use. In controller layer, Strutsl framework is used and the model layer is implemented by programmers themselves, including logic and dao package. The former is used to deal with business logic, and the latter is used to interact with database.This paper illustrates the design and implementation of the system, including the theory used in this system, requirements analysis, system design, database design and two key modules:peer review management module and comments management module.
