In recent years, as the reconstruction of telecom industry carries on and3G Licenses Releasing in China, the competition of the telecom market is getting more fiercer, China’s three major telecom operators began to enter all-service competition era.In this paper,with China Mobile’s perspective, using methods such as SWOT and PEST analysis of the current situation, nature and direction of all-service competition from the internal, external, macro and micro multi-angle and multi-level. The mobile Internet will trigger a new round the magnificent of innovation and the value of the mobile Internet will be far more than traditional Internet. The strategic positioning and choice of China Mobile is two business models of "mobile information expert" and "all-information services" in parallel. This strategic positioning analysis, the development of information technology becomes the inevitable choice for development of China Mobile. The difficulties of China Mobile on the policy and technical levels are the rapidly increasing cost of inter-network settlement and the deficiency of outlet bandwidth. How to crack this problem is concerned with the key of success or failure in the full-service competition of China Mobile in next years.Therefore, on the basis of the traditional hierarchical Web caching technology and the popular distributed Peer-to-peer (P2P) caching technology in-depth research, compatible with the P2P and web caching technology is presented in this paper. First of all to analysis Internet users’behavior, found the bandwidth of HTTP traffic based on little packet transmission is roughly equal to the P2P traffic based on a large packet transmission. Hezhou mobile must break with the traditional Web cache mode or P2P cache mode on caching technology applications. Based on the above analysis, in this paper a unique system compatible P2P and WEB cache to accelerate Internet is presented. The system uses a hierarchical tiered storage mode and little packet acceleration. The system can solve the bottleneck problems such as the slow of disk speed of reading and writing and limited storage capacity of large packet memory. And it can solve problems such as addressing the contents of the cache query efficiency and updateing not timely by the industry’s excellent cache routing algorithm and replacement algorithm. And it can also improve the security level of caching system and access performance by cache content prefetching and filtering, load balancing strategy. Finally, the caching system in Hezhou mobile is to choose the strategy of applied and the apply and specific arrangements in full-service competition. P2P cache and web cache technology ideas and key points are described in detail.And effective solution to enterprise development can not be avoided problems, enhance the competitiveness of enterprises in the all-service, to reduce export Internet traffic and cost of inter-network settlement, and significantly improve customer access to the Internet perception, improve the investment income ratio in Hezhou mobile.
